City Committees / Boards

The City has created committees of volunteers with special interests to address the needs and services of the community. Once the committees have devised plans or recommendations, they are submitted to the City Council for final approval (unless otherwise noted).

All meeting agendas are displayed prior to meetings at location of meeting or at City Hall. Meetings are open to the public. A majority of the meetings are held at the Newcastle Multi Purpose Building at 702 NW 10th. All meeting dates and locations are subject to change.

Getting involved with the community:

Planning and Zoning Commission

  • Meets the last Monday of every month
  • Five member committee, minimum
  • Forms required for submitting information to Commission
  • Codifed Ordinances
    Local legislation current through Ordinance 527, passed 3/14/05
  • Responsibilities include but are not limited to the following:
    • To hear and decide appeals when it is alleged there is error in any order, requirement, decision or determination made by the City Clerk, Building Inspector or other administrative official;
    • To hear and decide special exceptions to the terms of the zoning or other ordinances upon which the Board of Adjustment is required to pass; and
    • To authorize appeal in specific cases, variances from the terms of the ordinances as will not be contrary to the public interest, where owing to special conditions a literal enforcement of the provisions of the ordinance will result in unnecessary hardship, so that the spirit of the ordinances will be observed and substantial justice done ('86 Code, § 1-41, § 37.03 Zoning Board of Adjustment)
    • To review pre-application plans, to study the suitability of any proposed subdivision for the purposes for which it is intended (Subdivision '86 Code, § 1-42, § 37.04 Subdivision Review Committee)
    • Review and make recommendations on all permits;
    • Review and make recommendations on all plats and easements submitted to the city for acceptance; and
    • Review and make recommendations concerning all rezoning or annexation requests (Ord. 342, passed 8-14-95, § Department of Community Development)

Local Emergency Planning Committee

  • Meets the Fourth Tuesday of every month
  • Five member committee, minimum
  • Responsibilities include but are not limited to the following:
    • Multi Hazard Mitigation Plan

Parks, Recreation and Beautification Board

  • Meets the Third Wednesday of every month
  • Five member committee, minimum
  • Available Facilities
  • Rules for use of Park and Recreational Areas
  • Responsibilities include but are not limited to the following:
    • Makes rules and regulations governing the parks and recreation facilities; and
    • Advise the City Manager of the need for construction, care, management and developments of all city parks and recreation areas ('86 Code, § 1-47, § 37.09 Park and Recreation Board) (Am. Ord. 302, passed 2-9-93)

Economic Development Authority

  • Meets Quarterly
  • Five member committee, minimum
  • Responsibilities include but are not limited to the following:
    • Promotes, researches and locates Commerce and Industry

Local Planning Advisory Committee

  • Subject to announcement
  • Five member committee, minimum
  • Responsibilities include but are not limited to the following:
    • General responsibility to assist the City Council in planning for future development, growth and improvement of the city and in preparing, adopting, implementing and annually amending the local capital improvements plan and its related programs, consistent with the goals, guidelines and other provisions of the State Capital Improvements Planning Act. (Ord. 332, passed 1-9-95 - § 37.15 Capital Improvements Planning Committee)

Board of Adjustment

  • Subject to announcement
  • Five member committee, minimum
  • No recommendations to council
  • Responsibilities include but are not limited to the following:

Oversight Committee

  • Subject to announcement
  • Five member committee, minimum
  • Ordinance 472, approved December 2001
  • Responsibilities include but are not limited to the following:
    • Review expenditures associated with the ½ Sales tax, passed in 2005
    • Sales Tax dedicated as follows:
      • 70% Capital Improvement – Roads and Streets
      • 30% Municipal Owned Programs - Senior and Youth
